No one has a crystal ball and at least quote me if I'm trying to help you.
You get a PSVR and you could wait for PS5, but the headset is still outdated as hell, so is the tracking. There won't be a PSVR2 for a long while, but that's just my opinion. But then you have to spend another $800+ for PSVR2 + PS5.
You get a Quest, and it's much newer, light years better tracking with the option to play on PC. With the Quest, that's much more future proof in terms of usability.
Sure, you only have a 1060, but that's not bad, especially the 6gb. You'll likely be playing most games at medium settings for a 2-3 of years, beyond that you might have to drop to low with very demanding games.
They'll always be releasing new Quest headsets and PSVRs, you wait for the next one and another one will be around the corner. You'll be 70 years old talking about "imma get the new Quest tho."
